On the state level of Latvia and Belarus, it is acknowledged that the art education needs reforms in order to attract children's and youngsters' attention to the creative art. The schools lack conditions for ensuring appropriate teaching and learning process for their pupils: the premises are not well-equipped, there is no necessary ICT equipment.
