The BERNET-CATCH was supposed to contribute to qualifying concept of the Water Framework Directive (WFD) and strengthen the regional capacity for WFD implementation with specific focus on integration with the statutory physical planning, and on public participation and ownership among stakeholders. This should be achieved through the inter-regional exchange of experiences within the network of all Partner Regions from all parts of the Baltic Sea - including accession countries and possibly the Kaliningrad Region (Russia). During the work on Water District Plans for selected catchments in each Partner Region in compliance with the WFD concrete suggestions of measures towards the actual problems in each catchment, identification of interest conflicts among regional stakeholders, and assessment of the economic consequences of the suggested measures should be elaborated. Analysis of classification and assessment of water quality systems in the Baltic Sea Region should lead to development of harmonized monitoring programs in each region. Respective stakeholders should be directly involved in the Water District Planning.
