This project focuses on rapid development of both technology and human resources to meet the demand for highly skilled IT professionals. A Joint Research and Training Centre has been established within the framework of the project. It is comprised of a laboratory at Klaipeda University (KU) and a laboratory at Ventspils University College (VUC). Both are connected through a virtual interface. A website in Lithuanian, Latvian and English has been created and is kept up-to-date for those in above Universities, as well as the general public of the region. More information is available at http://iik.ku.lt/jrtc. The Joint Research and Training Centre in High Technology is a work in progress. It began functioning when the academic and scientific staff of the KU and VUC joined efforts to improve the quality of studies. The first training courses have been implemented in KU and young researchers, academic personnel and students in the target group have been trained to work with modern purchased equipment efficiently. The second round of training courses will be implemented by Ventspils soon. Then the second batch of hi-tech equipment for advanced scientific research will be acquired by both partners. Final year students at KU and VUC are already using newly developed curriculum and technology in their studies, including visual programming in a modern comprehensive graphical and textual environment (LabView + NI Multisim + NI ELVIS), computer modelling and the simulation of intellectualised technical systems as well as use of virtual instruments to develop prototypes of new bioengineering tools. The materials are published at http://vma.ku.lt/moodle/, a virtual learning environment for students - a platform for development of their skills. It is very important that the scientific research is successfully executed and young researchers can publish many scientific papers and attend scientific conferences.
