The challenges posed by climate change in the urban environment are mainly due to sudden and intense rains, getting more frequent in the cross-border area. The excessive waterproofing of cities amplifies the negative impacts of these rains, contributing to the occurrence of flood disasters. ADAPT will provide the cross-border area with a joint plan to prevent and reduce risks brought on by climate change and urban floods based on the know-how created by some projects financed by PO IFM 07-13. ADAPT is a useful tool for the following: 1) management and governance, 2) strengthening the knowledge and skills of institutional actors and 3) civil society communications and involvement. The ADAPT Action Plan involves an innovative approach with partners co-creating and experimenting with integrated management and monitoring systems for the adaptation of cities to climate change. They thus contribute to reaching Europe 2020 targets COP 21, CSF 14-20 of the Cohesion Policy and Life 14-20, and to apply EU environmental and climate legislation. With ANCI Toscana’s coordination and supervision, these partners will carry out local pilot actions to improve the resilience of the project and cross-border area, for the urban areas involved in the cooperation present similar flood-related issues and intense meteorological phenomena. Furthermore, the ADAPT Action Plan and pilot actions can be good practices and guidance documents for all urban areas with climate profiles and morphological and socio-economic characteristics similar to those in the regions involved in the project.
