Deskrizzjoni qasira tad-ditta ta' konsulenzaThe consequences of a natural disaster or a technological or industrial accident do not stop at the borders of a country. A population centre and common risks must not be a hindrance to the fulfilment of emergency response missions when emergencies arise. With 620 km of common border, France and Belgium are particularly concerned. The border area is characterised by a high concentration of industries, the presence of two nuclear power plants (Gravelines and Chooz), the similarity of natural risks (floods, landslides, subterranean cavities), the presence of major communication axes, and a significant cross-border urbanisation and a high population density (324 inhabitants per km2). In the face of these shared risks, the ALARM project aims to develop cross-border operational cooperation between civil security stakeholders on both sides of the Franco-Belgian border, at various levels (risk analysis, planning, crisis management). The first goal of the project is to put in place integrated management of a wide range of risks (natural, technological and human) on both sides of the border. A common platform for the exchange of information and cross-border risk mapping enable the development of “daily” operational cooperation between French and Belgian firefighters.
