Development of the internal market within the EU has led to the need for balanced development and integration of the entire European territory. In line with these requirements is based a design strategy to promote a harmonious, balanced and sustainable development of the cross-border region. Factors for development and competitiveness of SMEs are identified in new technologies, introduction of know-how, promoting investment and creating new quality of human resources. Extracting advantage of the application of acquis communautaire and the knowledge-based economy are the basis for training programs and transfer of best practices among entrepreneurs and small and medium businesses. Use of Internet-based resources and new information services from contractors operating in the border region creates prerequisites for improving their competitiveness and sustainable development. A distant learning on the current problems of business development, in which an unlimited number of stakeholders may participate, is built as a stable product of the project. The cross-border center created to attract investments is a new structure for cross-border cooperation, creating an environment for collaborative initiatives, planning and promotion of investments in the region.
