Waste prevention consists of two targets, which complement each other, namely increasing material efficiency (especially in production) and consciousness and reasonableness (especially in consumption). This project promotes knowledge and produces means for environmental and consumer education related to waste prevention. This project also promotes practice and through cooperation produces teaching, counselling and educational materials, which in both countries can be used to increase environmental consciousness and to decrease the usage of natural resources. At the same time this project encourages equality and lifecontrol of risk groups of young people, especially on East-Estonian mainly Russian-speaking areas. The most important task of environmental education is making us to understand the need for change and to break the existing pattern of thought.
